September 2011 minutes Minutes of meeting held on 14 September 2011 at Kincorth Community Centre Kincorth/Leggart Community Council Item No 1 Chair The Chairman welcomed those present 2 Attendance Members Graham Bennett Chair, Hazel Park Treasurer, Lee Brown, Lynne Brown, Maureen Downie, Iris Murray, Glyn Sangster, Mary Wilson, Roy Wilson, Councillor Cooney. Others Yasmine Constable resident, Heather White ACC, PC Graeme Smith. 3 Apologies Catherine Cowie Secretary, Alexander Park, Shirley Watt, Councillor McCaig. 4 Minutes of Previous Meeting At 10.4, Lee Brown should be included in those attending the play parks visits. A second item at 10.4 should be numbered as 10.5.With this change the minutes were approved. 5 Police Report The police report was brought forward to allow Constable Smith to return to his duties. This has been a quiet month due to two police operations targeting antisocial behaviour, drugs and alcohol incidents. There has been a substantial recovery of drugs during this operation along with detection of supply and possession offences. The incidence of crime in Kincorth is lower than in many areas of the city. Much of the police time is taken up with domestic incidents. Operation Euphorbia was reported to be a success in various areas. Constable Smith was asked if there was any further information on the funding provided for youth shelters in Torry. He said the query had been passed on but he had no further information. Constable Smith was thanked for his report and he left the meeting. 6 Business Arising 6.1 At item 6.1. The Secretary has not received a reply to any of her letters to Bear. It was agreed that our local MSP should be asked to enquire why Bear ignores letters. Action Secretary 6.2 At item 6.3 The KRAS account is held in the community centre safe. Enquiries will be made regarding the balance available and what should happen to this money if the skateboard project is proving to be not viable. Action Lynne Brown 6.3 At item 10.4 The Secretary, Treasurer and Lee Brown attended the visit to various play parks in various areas of the city to see what facilities are available and what could be provided at Kincorth Circle. Aberdeen Greenspace provided a report on this visit. The report will be attached to this minute. Unfortunately the very high cost of equipment will prevent our council from doing very much with the park. It was suggested that companies such as Shell and BP should be approached seeking their support. City Council officials have indicated that they may have some equipment available. 6.4 Item 10.4/5 The newsletter was copied and distributed to the Library, Community Centre, Kirkhill and Abbotswell primary schools, the Academy, two supermarkets, the sports centre and St Nicholas church. The Roman Catholic Church was visited three times but no one could be contacted. The copies intended for there were put back into the library. In response to the newsletter, Jasmine Constable volunteered to deliver in Deevale Crescent and also bring her photographic experience to help with this publication if it is shown to be a success. Jasmine was proposed for adoption to our council by Hazel Park. This was seconded by Mary Wilson and agreed by Jasmine, The city council will be advised of this co-option. Action Secretary 6.5 Confirmation is awaited for the attendance of a representative from the Children?s Panel Reporter to attend our meeting on 12th October. 7 Correspondence 7.1 Voluntary Services Aberdeen VSA are seeking carers to come forward and meet with them. The VSA is also happy to meet our council if we so wish. 7.2 Schools Crossing Patrols The patrol at Abbottswell Primary has still not been replaced. Councillor Cooney will enquire regarding this. Action Councillor Cooney 7.3 Anti Social Investigation Team Concern was expressed at the operating hours for this team, that were noted as 09.00 to 16.00 on week days only. Members are concerned that anti social behaviour would normally take place after 16.00. 7.4 Aberdeen City Council A letter from Karen Riddoch stated there was an attachment. However there was no attachment included. 8 Treasurers Report The Treasurer reported that Councillor Dean?s contribution of £500 has been received. This gives a balance of £2660.29. The Treasurer is concerned that the cheque for the Community Council Forum has not yet been presented. Roy Wilson is to look into this. It was suggested that our council could use £2000 for improvements to the play park. Members were reminded that this money must be spent of goods ordered and the money allocated before the end of December otherwise the City Council would take back any sum above what is allowed to be carried over into next year. 9 Reports 9.1 Civic Forum The Secretary is to email a report to members. Action Secretary 9.2 Planning There are no applications of any concern for our area. The application for the housing at Leggart is still ongoing. Councillor Cooney had informed us that an application had been submitted for Wayleave on the grass area in front of the houses on the Crescent. There is no information on what this would involve in the extent of excavation or what facilities are to be installed in the track. 9.3 Community Council Forum The next meeting will be held on 3rd October. 10 A.O.C.B 10.1 Fallen Tress in Leggart There are fallen trees on the grass area in Leggart Crescent that have yet to be removed. There are also trees that urgently need to have growth at the base cut back. This is essential since a passing resident was once frightened by a male coming out from behind this overgrowth. Councillor Cooney will make enquiries regarding this. Action Councillor Cooney 10.2 Community Centre There must be a new constitution for the centre before any progress can be made towards it becoming a managed centre. Members involved in this were reminded that they must have written assurance from the City Council that they will not be liable for any litigation that may take place due an incident at the centre. 11 Date of Next Meeting This will be held on 12 October |
