Members were welcomed to what was described as a sad meeting since it would be our last before the council is disbanded at the end of the month. However members were encouraged to do everything possible to have the council reformed in January

4 Minutes of Previous Meeting

These were accepted as a correct record.

5 Business Arising

Item 7.5 - Charges for the rent of the field for the gala day. Councillor McCaig enquired regarding this matter and the cheque was to be refunded. However the Treasurer has never received this. Councillor McCaig will again enquire regarding this.

Item 7.7 - The Secretary has sent our response to the consultation to the Licensing Forum.

Item 7.14 - The consultation on the Development Plan Main Issues Report will run from 16 October until 11 December.

Item 7.16 - We are asked for our comments on the Nature Conservation Strategy by 2 November.

Item 7.18 - Women's Support Project on 18 November. Shirley and Lynn were to attend. However we are unsure if this is still relevant with our council being disbanded prior to that date.

Item 8 - Our comments on the model documents for community councils have been returned to Charles Lowe.

6 Police Report

Sergeant Brown informed the meeting that there has been a change in personnel in our area. Sergeant John Philip and two new constables have been appointed to our area.

The common crime issues are fewer than they were last month. Youth disorder has moved from the Provost Watt Drive shops and most reports are now coming from the Laws Road area. Patrols will be out watching for any problems with fireworks in the run up to Guy Fawkes night.

Mini motorbikes continue to be a problem. Sergeant Brown outlined the police powers in dealing with this problem.

Vandalism and under age drinking continue to take up police time.
Sergeant Brown was asked to convey the thanks of our council for the support given by the police during the last three years and he left the meeting.

7 Correspondence

7.1 Aberdeen City Council
Agenda for the Licensing Committee - 9 September was noted.

7.2 Aberdeen City Council

Acknowledgement of my letter of 3 September to the Chief Executive.

7.3 Aberdeen City Council

Confirmation of room booking for September and October meetings. Acceptance has been returned.

7.4 Aberdeen Heritage Trust

Summer Newsletter has been received. A pamphlet with information on Historic Buildings repair grants is also enclosed.

7.5 Aberdeen City Council

The Council are no longer to send out discs with the minutes of standing committees. All minutes of standing committees can be found on the council website aberdeencity.gov.uk/committees. A list of contact numbers has also been provided.

7.6 Ruth MacPherson

We are advised that this lady has been appointed as Area Representative for Aberdeen on the Association of Scottish Community Councils. She ahs asked for email addresses in order that she can disseminate relevant correspondence to the local community councils.

Notice of the ASCC Conference at the Scottish Parliament on 14 November is also given. Any delegates attending must register in advance. Closing date for registrations is Tuesday 10 November.

7.7 Planning Aid Scotland

Leaflets on services offered by this body cover Planning Advice and Training they offer. If we need any other information on how we can get assistance from them we can contact them on 0131 220 9735 or by email at office@planningaidscotland.org.uk

7.8 Aberdeen City Council

The process of assessing overprovision of licensed premises is explained in a letter inviting our comments on this overprovision. If we have a contribution to make this must be done by 16 October.

7.9 The Scottish Parliament

The reporter appointed to the planning appeal in regards to the proposal to build flats on the former Dutch school is to carry out a site inspection on 6 October at 11.30 . We are welcome to attend this inspection.

7.10 Aberdeen City Council

A quantity of daffodil and crocus bulbs for use by communities is available. We are asked to complete a planting sheet showing our preferred locations with suitable planting dates and times.

7.11 Aberdeen City Council

Acknowledgement of our comments on the Scottish Governments model scheme for community councils.

7.12 Aberdeen City Council

Information on three session courses on How to Take Better Minutes. These will be available on3, 10 and 17 November at either 10.30 to 12.30 or 18.00 to 20.00.

7.13 Richard Baker MSP

A copy of this MSPs latest newsletter is available.

7.14 Aberdeen City Council

Two copies of a Kincorth, Leggart and Nigg Neighbourhood Bulletin are available.

7.15 Aberdeen City Council

Several copies of a pamphlet, 'Community Councils in Aberdeen' are available. These have arrived rather late when our lack of nominations is seen.

7.16 Aberdeen City Council

Scottish Zero Waste Plan. A consultation on this plan is to be held on 9th October from 10.00 to 12.00 in the Northern Lights Room at the Beach Ballroom. We are invited to attend this event.

7.17 Kincorth Library

We are advised of three projects they have which could benefit from a donation from our council.

7.18 Aberdeen Mosque and Islamic Centre

An Islam Awareness Weekend is to be held on 3 - 4 October. This will be held in Sunnybank School from 11.00am until 5.00p.m.

7.19 Steve McHaffie

I have been advised that the cost for connecting and dismantling the 15 units could be anything from £975 up to £1121.25 including VAT. This would be dependant on whether there is any contribution from the City Council this year.

The Secretary has heard that there is to be a meeting of the Infrastructure Committee on 27 October when the issue of funding Christmas lights is to be discussed. It may be that the cost of putting up our lights can be subsidised but this is by no means certain. Should the cost be less than we agree to cover this evening we could agree to allocate any balance to some other use or we could have a special meeting before we finish on 29 October.

7.20 Aberdeen City Council

Charles Lowe has forwarded a document on Changes in the Scottish Planning System. This document came from The Scottish Government.

7.21 Autumn Club

This club for older person has appealed for a donation towards their running costs.

7.22 Switchover Help Scheme

The BBC has sent information on a scheme to help anyone having difficulty with the switchover to digital TV. A leaflet explaining the help available is enclosed.

7.23 Association of Scottish Community Councils

Postal ballots for the election of office bearers and adoption of motions submitted by members have been received. Two copies of The Community Councillor journal are also enclosed.

7.24 Aberdeen City Council

a 102 page report on the City Council Single Equality Scheme is available. This was accompanied by a report explaining the purpose of the main report.

7.25 Aberdeen City Council

Charles Lowe has forwarded a flier intimating a meeting on 9 November in the Town House at 7.00 for a 7.30 start. An ASCC officer and our local Area Representative will attend this.

7.26 Aberdeen City Council

A report on Community Learning Hubs and Review of community Centres and community Learning & Development Activity is available. This extends to four documents some of which have several pages.

7.27 Kingswells Community Council

A copy of their Community News magazine has been sent to me after contact at the Community Council Forum. Delegates from Kingswells and several others have offered to help us in any way they can with the disbandonment of our council.

7.28 Aberdeen City Council

The Main Issues Report is out for consultation. This report is part of the process of preparing a new Local Development Plan and we have until 11 December to comment on the report. Individuals can also make their own comments, A timetable for venues and dates for consultation meetings is appended. The nearest one to our area in at Altens Community Centre on 18 November from 6.00 to 9.00p.m., and there is a session in the Town House on 2 November at the same times.

7.29 Aberdeen Civic Forum

An invitation has been received to elect members to this body. I have advised them that our council will be disbanded at the end of this month.

8 Treasurer's Report

The Treasurer report the balance of our two accounts to be:
Main account £1271.49 Small Improvement Fund £3035.00
Members were reminded that the Small Improvement Fund must be used by December otherwise it would be lost. The treasurer also advised that the Main Account should be reduced below £1000 to ensure a reformed council would get the City Council admin grant next year.

Chair asked the members to list all the requests they had for grants from our funds. This list was discussed and the following decisions made.

Small Improvement Fund

1. Christmas lights

Charles Lowe has advised that if money is allocated for the connection and dismantling of these items he will be able to issue a cheque up to the value we agree.

It was agreed that £1121.25 would be allocated for this purpose. It was further agreed that, should a grant towards this be available. Any remaining balance would be paid to the Kincorth Roller And Skatepark project


2. Kincorth Library

A request was made for a grant to aid improvements to the Children's Corner.

It was agreed that £200 should be given for this.

3. Autumn Club

This club for elderly persons meets every Tuesday in the Catholic church. A request was made for any sum we were prepared to give towards their activities. After some discussion a proposal was made that £300 be given. A counter proposal was made that this should be £150. A vote showed 6 votes for the £300 and 4 votes for the £150.

Thus the £300 was approved.

4. South St Nicholas Church Mothers and Toddlers Group

A request was made for a grant to aid the purchase of a crash mat for use under a children's slide etc.

A sum of £120 was agreed.

5. Kincorth Boys Club Under 14's Football Team

This club had prepared a statement with details of the expenditure, contribution made by the parents and their fund raising efforts.

It was agreed a grant of £300 would be made.

6. Twister Gemz Cheerleaders

This group have appeared at our gala day. They have written to Councillor McCaig requesting financial assistance from him as local councillor.

After some discussion it was agreed that a grant of £400 be made to the group.

7. Kirkhill Primary School

The school playground has been resurfaced. This has removed the paintwork used by the staff and pupils. The city council will not replace the paintwork.

It was agreed a grant of £150 would be made towards the cost of reinstating this facility.

8. Abbotswell Primary School

This school wants to start a cookery programme and also requires some new play equipment.

A grant of £150 was agreed for this purpose.

9. Kincorth Roller And Skatepark

This project has been started by youths in our community who are working hard to try to raise sufficient funds to erect a park. Plans have been drawn up for the project.

It was agreed that this group should be given £293.75, the remaining balance of this account.

Main Account

1 "A Kincorth Children's Group"

A request for support for a Kincorth Children's Group was discussed. However discussion revealed that the adults child minding with the group are paid for their work.

A proposal that this application should be rejected was carried by 6 votes to 2.

2 Blue Horizon Bus

This is a bus that travels around our community as well as Nigg and Cove. The aim is to get young people off the streets and use their time in some useful activity.

It was agreed that this project should be supported with a grant of £100.

3 Kincorth Roller And Skatepark

Due to the work put into this project by the young people of our area.

It was agreed the project would be given a further grant of £100.

4 Homestart

This group does sterling work in supporting persons with financial and/or personal problems.

After some discussion it was agreed the group should be supported with a grant of £100 with the proviso that this money would be spent in the Kincorth area.

Cheques for these grants were made out and given to the Secretary for enclosure with a letter indicating what purpose the money had been given for and seeking a quick reply to indicate receipt of the money. The groups were also asked to publicise that the community council has supported them by providing some funding for their activities.

9 Reports

9.1 Gala Day

Advice given regarding continuing with organisation for a gala day could cause big problems for an independent organising committee was discussed, It was agreed that this should be put in abeyance until when and if the community council is reformed next year.

10 A.O.C.B

10.1 Members expressed strong opinions on trying to re-establish our community council early next year.

It was agreed that the library staff should be asked if they could assist in the preparation of posters giving information on the requirements for a new council to be elected.
