April Minutes Report of meeting held on 13 April 2011 at Kincorth Community Centre Kincorth/Leggart Community Council Item No 1 Chair Graham Bennett was on holiday 2 Attendance Members Hazel Park Treasurer, Fraser Dawson, Maureen Downie, Alexander Park, Glyn Sangster, Mary Wilson, Roy Wilson, Councillors Cooney and Dean. Others Particia Frazer ACC, PCs Fiddes and Kennedy. 3 Apologies Grahame Bennett, Lee Brown, Lynne Brown, Catherine Cowie, Robert Sangster. 4 Minutes of Previous Meeting Due to a lack of a quorum no decisions could be taken. This is a report of the discussion held. Councillor Dean had emailed her apologies for the March meeting. 5 Business Arising Items discussed from the March minutes: 5.2 The speed humps are being repainted 7.3 Councillor Dean stated that the Planning and Infrastructure Committee had not made any statement. 9.1 Councillor Dean questioned why there were comments on the Triple Kirks development when it was not within our area. The planning officer in reply stated that our council would always be interested in any major development affecting our city. 10.1 The cull of deer on Tullos Hill would be needed regardless of whether trees were planted or not. Otherwise the deer population could not be sustained and many would die of starvation. 10.3 The gazebos should be returned to current council members who are prepared to store these. The Cove Community Council does not run the Cove gala. The organisers have not had much success in hiring out equipment from the gala. Action Secretary 6 Police Report The police constables were present at the start of the meeting and gave their report early. There has been a concerning increase in incidents reported to the police over the last month. This is especially so when over the last few months there have been relatively few incidents in our area. Incidents reported include public nuisance, fires, motorcycles, vandalism and house breaking. An opinion was expressed that it would be interesting to hear what happens to offenders when they are caught. The Secretary is to be asked to invite someone from the Reporter to the Children?s Panel to speak at one of our meetings. Action Secretary 7 Correspondence 7.1 Information Commissioners Office Confirmation of our registration and a Notification Handbook providing a guide to notification. 7.2 Aberdeen City Council Community Council insurance cover arranged by the city council with a copy of the insurers policy schedule showing the level of insurance cover provided. 7.3 Aberdeen City Council Email requesting details of where to pay a donation from councillor Cooney of £250 towards the Kincorth Play Area Project. A contact name, address, post code, telephone number and bank account details (sort code and account number). Telephone contact number for Brenda Cruickshank 522562. A play area central to Kincorth should be identified and the improvements concentrated in the one area rather than be spread thinly over several parks. It was suggested that the technical section of the Academy could be approached to seek their assistance with making items for the play parks if material was provided for them to do so. Councillor Cooney is to try to get a map showing the play areas in order that a selection can be made. Councillor Dean informed the meeting that she would donate £500 to our council if we could guarantee we could spend it. Action Councillor Cooney and Secretary 7.4 Aberdeen City Council Reply to letter re deer cull. This provides a lengthy story of why this is essential in order to obtain a grant. It will only be necessary to kill the deer during the first 5 years or so after planting, but the kills will be done by a competent professional operator within the legal framework. Deer fencing is now not regarded as the preferred option as it impacts on people taking access, is costly to maintain and by taking a substantial area of habitat from the deer population in an area can have serious welfare issues for the deer. 7.5 Transport Scotland This is simply reiterating the response received earlier regarding providing a pedestrian crossing on the A90. 7.6 Aberdeen City Council Karen Riddoch. Invitation to attend a training session on The Big Society on 21 to 25 March. 7.7 First Notification of a fares review with revisions from 3 April. 7.8 Aberdeen City Council More precise details of the above fares increases. 7.9 Aberdeen City Council Details of a Public Procession by the RC Church to be held on 22 April. This will be discussed by the city council and a decision taken on whether it should be passed and any conditions that may be put on it. 7.10 Aberdeen City Council Email with invitation to an agenda planning event at Woodhil House on Thursday 21 April at 5.00 for 5.30. 7.11 Aberdeen City Council An agenda for a Special Council meeting held on 7 April relating to the need for public entertainment licence for events. Details of the types of event and buildings that require one are attached. 7.12 Aberdeen City Council Details of the information required by the City Council in order that our grant for this year can be paid out. The Treasurer will attend to this. Action Treasurer 7.13 First A new ten journey ticket, cornet, costing £17 and valid for three months is available. There will also be a discounted student season ticket available for 16 ? 18 year olds form 25 April. Proof of age will be required when buying the ticket but no details of cost were given in the letter. 8 Treasurers Report The accounts have been audited but they cannot be sent to the City Council until our council accepts them. This could not be done due to a lack of a quorum. The Treasurer will contact the City council to clarify the validity of holding a special meeting in order that the accounts can be accepted and submitted. If this is acceptable a meeting will be arranged for 19 April. The current situation with KRAS and the money held in its name should be put on the agenda for the next meeting.
